Reports to: Site Director
Purpose of the Position
Under the general supervision of the Site Director, and assistance of Workforce Development staff, design and implement an employment readiness programming based on client need and current programming; outreach to enroll clients; teach employment workshops; help prepare clients gain credentials needed to enter employment; develop career plans and/or access higher education or training. Locate employment openings through contact with employers; work closely with local businesses and industries to facilitate the placement of clients into jobs.
* Full-time: 40 hours a week
Specific Duties & Responsibilities
Primary
- Develop and implement a new employment readiness programming for higher level English speaking immigrants and refugees
- Design and teach curriculum for employment readiness workshops
- Create partnerships with local agencies for client referrals and marketing
- Conduct intakes and assist with assessments
- Work with clients to develop career and early employment plans
- Place clients in viable positions of employment
- Understand the needs of clients relating to credentialing, recredentialing, training and/or further education.
- Facilitate access to education, training, testing, test preparation courses, credential reviews as needed
- Provide post placement support as needed
- Functions independently within broad scope of established departmental policies and practices; generally refers specific problems to supervisor only where clarification of departmental policies and procedures as required
Secondary
- Monitor Lowell and surrounding area labor market. Solicit employers through telephone, mail and personal contact. Maintain knowledge of the needs and requirements of employers. Educate employers to the needs and abilities of client population. Screen worksites for safe, non-exploitative work conditions
- Refer clients to DTA, social services, ESL, resettlement, legal services, volunteer department and/or other services providers as appropriate
- Maintain resources and resource materials
- Maintain records as required and contribute reports as required
- Miscellaneous duties as assigned
Qualifications
- Bachelors Degree in Human Services, Counseling or Marketing or a minimum of 1 year of related experience in job development, teaching, or human services.
- Second language preferred
- Excellent interpersonal skills required
This position is dependent upon funding obtained through year-to-year grants and contracts. Loss of funding may impact the continuation of the position in any given year.
